I wanted to add my experience to those existing, but Roku seemed to not allow it, should the topic have already been one that was posted. Yet I don't see any working resolution to the issue from Roku. I'm dissapointed to add that I'm experienceing the same "public IP address not supported issue". Now why would Roku believe that most TV's purchased would be used for public purporses? \
I attempted to use Googleplay TV and movies and followed the instructions provided. I'm using a Chromebook. An initial pop up requested permission to use the "Microphone" to receive any signals which already was suspect, but what do I know, I allowed it. After clicking on "Finish setting up a Roku TV..." , nothing! So I came here and see the same: Nothing.
