Bad Buffer Board Symptoms

I have been battling this 65'" Hisense Roku TV stuck in a boot loop. Soon as it is plugged in it comes on then flashes the logo every 20 seconds. It is a bit dark on the left side. I had already replaced the main board and the power board. Now I replaced the T-Con board. Through the testing I have done through a process of elimination. It seems that the L2 buffer board may be bad. Can that possibly cause that boot loop?  Have replaced everything else other than the network board.

Hisense technical support would probably be able to answer that better.  Sounds like the TV definitely has issues and is defective though.
