I believe currently you are limited to using DirectTV channel/app in order to watch the C-Span Live Channels if trying to stream.

Even the C-Span website won't allow you to view them without signing into a TV/cable provider. (cable companies fund the non-profit C-Span) https://www.c-span.org/networks/

I think Hulu and YoutubeTV were trying to get them in their LiveTV packages as well, but not approved yet. For some reason, the cable companies are not too keen to allow streaming services to carry more cable-exclusive content and give more reasons for people to ditch cable for streaming.
