Losing power should not cause a full reset that requires relogging in and rearranging app locations. It should be no different than a simple reboot.
During an update though?? During an update is a lousy time to lose power. Many devices can thoroughly brick themselves if that happens.
I agree, losing power over an update can brick a device and make it difficult to reset and fix.
How do we know it is actually updating. You can go to settings/system/software update and see if anything is available. If some are available, do it now. If it loses power during the update, then something is wrong with the device.
Also, exactly which model Roku? You can find the model number under settings/system/about.
