Syncing Roku Remote To Insignia TV

I’ve got a fairly old Insignia TV in a spare room and a Roku device attached to it. I program the remote to it and it does everything but turn the TV on. I’ve tried two different Roku devices with the same result. Any ideas on how to resolve this?

    Skip the first positive result and see if a code later works better. You skip by lying to it, continue to press Yes even if the it mutes. And not press No.
