One other thing to check...
In the 2.4 GHz WiFi band, all Rokus support channels 1-11, as are used in North America. If your router supports 2.4 GHz channels 12-14 that are used in other regions make sure your router is set to use a channel in the 1-11 range and that you aren't using an auto setting that could select channels outside this range.
In addition to makaiguy suggestion, try changing the SSID password of the 2.4ghz band. (try using only numbers and letters, avoid any special characters). Then restart both the router and the Roku device.
Try a simple password first. If works, then try more complicated. Then try a special character. (some routers and Roku devices do not like any special characters. In others, it is a particular special character that may be the culprit).
If the above still does not work, try using no password at all. (creates open network). Then perform a Network Connection Reset on the Roku device. (Settings/System/Advanced System Settings/Network Connection Reset/Reset Connection). Restart your router again as well.

If none of the above works, try connecting to a mobile hotspot (if available to you) on the 2.4ghz band of the hotspot. If able to connect to the hotspot, then issue is confined to the router/network and will need to look at the settings more closely.
