Roku or. Streaming stick not working

So, this is my 2nd roku streaming stick.  Initially set up went fine.   But when I went to use it, nothing.   Took it back to full factory reset, started from scratch.   The roku comes on, then the language option pops up, the flips to a screen with 3 pictures, a qr code, a timer set to 5 secs and freezes there.  I've changed batteries twice, full reset twice,  changed input, outlets. Nothing.
