New Roku stick won't connect to wifi without Internet

I have a local machine that houses video.  My other older Roku devices connect fine to my network when Internet goes downnamd therefore I can stream my local files.  This new Roku will not stay connected to my network without Internet.  Is there a setting I can change to fix this?  Otherwise I'll have to start looking for other options (owner of 8 rokus in different locations and for travel).  Would stink as I love Roku before this change.

    Roku has been asked to allow connecting to a WiFi access point that doesn't have Internet, but so far nothing has been done. The only way it will initially connect to a WiFi is if Internet is available. But once it has connected, it will always reconnect as long as the SSID and password remain the same. So you have to connect it to a WiFi that has Internet and you can name it with the same SSID and password as your home network. Then it will reconnect.

      This is no logner true, at least with 2 of my roku's now.  I connected to wifi before i lost internet for 24 hours, working fine.  Would not connect to wifi without internet.  Kind of dumb.

        I haven't seen any changes in that. As long as the SSID and password are the same as the most recent connection it should reconnect. But even though the Roku has previously used credentials stored, it will only reconnect automatically to the most recently used connection.
