You need to talk to your apartment management. They should have their WiFi router set up so that the various connections to the apartment shared WiFi cannot interact with each other.
Note that this does have a down side for you if you have various devices connected to the same WiFi, as they may not be able to interact with each other. The Roku remote app on your phone, for instance, may not be able to "see" your Roku.
That's weird. Does that mean that everyone can print to other people's printers, see all their shares, servers etc.? Usually public Wi-Fi is not set up that way. Perhaps they mean to encourage you to get your own internet set up?
If they don't want to fix it, and you don't want to get your own internet, consider setting up a router as a repeater. You can have one connection from your Router to their Wi-Fi, but have you own SSID and password and put your devices on their own Wi-Fi LAN.
