is roku tv damaged? somebody please help.

I noticed my roku tv stutters a decent bit on the home menu. I compared it to my brother's 4 year old tv which is the same model that he has had a year longer than mine and his is less stuttery from what i can tell. The only difference is his is hooked up trhough a surge protector and mine is not. Is my roku tv damaged by a power surge? Would that cause stutter while scrolling?

I tried restart, factory reset and getting rid of about 70 percent of the apps it gives you automatically and his is still less stuttery.
