Did you see the comment about setting "Network access" to Enabled or Permissive? I thought it was only for Harmony hub users.

Well, I got my HARMONY remote to work with my ROKU! No one on previous threads suggested this which works:
Remove the ROKU device AND the Watch Roku Activity from the Harmony remote using the Harmony app.
Re-install both and follow Harmony app instructions.
