AirPlay without a network connection

I have the same question. I see RokuJohnB has responded in a very copy/paste style, which in turn, didn't answer the real question. I appreciate the time and effort in the response, but hopefully you can provide a bit more clarity?

The question was, can you airplay without the two devices being connected to the same wireless network. From the link shared, it specifically states the answer is No:

"Before you can use AirPlay with your Roku device, check that your Apple device and Roku device are on the same wireless network. Once they are, you can use the steps below to view content on your TV using AirPlay."

However, RokuJohnB gave this tidbit of information, which suggests the answer is Yes:

"However, you can use Roku without an internet connection for some features, including Mirroring your phone to Roku, Streaming content from external or local storage, and Downloading content to watch later. "

If the answer is Yes, how do you mirror an iPhone to a Roku device when they're not connected to the same wireless network?
