Cannot connect to network it needs to be updated
how to I use a hotspot to update it

Thanks for reaching out about this. I assume you're trying to perform a firmware update or correct If I'm wrong. Yes, you can use a mobile hotspot to proceed but for reconnecting the device, a mobile hotspot will not work.
We would also recommend checking for additional troubleshooting provided by our support page here on why is my Roku Smart Home device not connecting to the app during setup.
