When submitting to regions other than US....channel name

When submitting to regions outside the US, during the submission process the page says the channel name must be unique. Meaning I have to rename the channel, or meaning the access ID? Prefer to keep ...

I just submitted it and emailed.

One question I have for a different channel I want to submit to a region...if a channel is free in the US, can I charge for it in other region?
