What exactly is blooming?

Hi, I am new here and am testing my channel. The checklist brings up blooming. Sorry to ask, but what exactly is blooming?

    The "blooming" in TVs i know is a "process where the image size increases slightly when a brighter overall picture is displayed due to the increased electron beam current causing the CRT anode voltage to drop."

    It relates to the subject of https://en.wikipedia.org/wiki/Overscan and screen safe areas. From what i know, blooming is applicable only to vacuum-tube (CRT) TVs and not to flat-screen TVs.
