Developing an channel in roku , do i need a roku box ?

Hi,
1 . do i need a roku box to develop a channel in roku box ??
2. Is roku box and its services available in india ??

    1) Yes
    2) I have no clue if the box is available, but I believe they have international channels and with the internet being international I would imagine some content is available. Roku doesn't provide much themselves other than the channel store, the content is from 3rd party providers.
