Roku devices in Kuwait can't access Roku streaming channels

The local PX sells Roku devices. Tracking a number of streaming services cannot operate here (unless using a VPN). However, given these devices are sold here and V2X Housing told me I could use such a device with the barracks TV, I purchased one. However, none of the Roku channel content will play, whether live or on demand. Please advise. 

Some possibilities for pinpointing the problem: 1) Regardless of these devices being sold, Roku has no content for this region; 2) When I set up my account on my phone, it seems Roku thought I was in Canada because of my VPN and now there's a mismatch in account region and actual region.

No, I can't use VPN with Roku because my Wi-Fi is via cell puck; there is no router and Roku doesn't support VPNs internally. Not interested in running roku thru my laptop to funnel thru a VPN. 

If #1, must return roku to the px. If there is english content available but #2 is the problem, how can I have Roku change my account region setting?

Or am I missing a possible explanation?

    It looks like you have an issue accessing the Streaming channels and apps using the Roku device while you're in Kuwait.

    Quick note: Roku is a U.S.-based streaming platform. While Roku is not officially supported in Kuwait, it can still be utilized there with certain limitations. Basic applications such as Netflix and YouTube generally function well, but many other channels and features may be restricted since Kuwait is not included in Roku's supported list. The picture below shows the list of countries supported by Roku. Also, using a VPN doesn’t always mean your device will pick up all the streaming channels or apps that are available in Roku Roku-supported country.
