Apple has this App “DSTV streaming “ available on their iStore, how can I add DSTV Streaming onto my channels?

Please get the DSTV app available on the Roku player (Same like the netflix app). Why is this taking so long
Probably because it hasn't started. Have you asked DSTV? They would be the ones building the app. They might have their reasons for not building a Roku app such as the fact that Roku doesn't support that region. That doesn't make it impossible to make an app, but they may be thinking the market it too small. If they get requests from lots of people, that could change.
