This sounds like a question for Paramount. Roku can only relay what Paramount sends to it.
I don't subscribe to Paramount+ through my cable provider, therefore I have no way to contact them.

There should still be some kind of contact form on Paramount’s website. It’s worth noting though that the Showtime Anytime app says: “Contact your TV provider to learn about other ways to watch SHOWTIME, including through streaming devices.” So apparently, Showtime/Paramount prefers that you contact Verizon. (ie: we're removing a feature. If you don't like that, call someone who is not us! 😀)

I pay for showtime in fios Version and have a subscription on Roku for paramount +. Am I duplicating payment?

You are paying twice. I actually get Showtime "free" from Verizon as part of my bundle, but I have no interest in Paramount content. I am fuming at being asked to pay for the privilege of streaming Showtime programming. I hope Paramount+ & Verizon come to some sort of agreement. I

I had a similar challenge. My solve, though not ideal, is to stream P+ with Showtime on the My Fios TV app on mobile/ipad, and then airplay/sling that to my Roku device to see it on the TV. It’s a hassle. But it works.
