If I understand you right, you're able to turn off closed captions, but they come on after a commercial break. I'm unsure if this suggestion will help you or not, but it seems to me that your app may just need to be refreshed due to cache issues.
Exit the app and go to the home screen. Turn off the TV (if you're using a smart TV). Unplug the smart TV (or streaming device you're using) for a few moments.
See if this fixes your issue.
I have all my devices on battery backup, so I unplug everything at night when turning the battery backups off, so I'm usually able to avoid these strange glitches that seem to pop up with people who keep their electronics plugged in for a long while. The issue for many is that turning off their smart TV isn't enough since the OS is still running in the background and after a while things can go wonky much like a computer does when it's placed in standby mode, yet it remains turned on for a long time. This isn't true with all smart TVs and this might not be true for yours, but when you unplug certain smart TVs (or streaming devices), it turns off the OS and restarts it (and may even update it), hence clearing the cache. So I hope this helps.

This is not what you stated in your post from a year ago or from your prior posts in this thread. You had written "when I watch any channel closed caption is on," "I use Roku through a smart TV app and cannot turn off the closed caption," " they are using a Sony Bravia smart TV as well and are having the same issue." If your specific issue is just happening on the NBC Comedy Vault channel, this has nothing to do with the Roku Channel app and everything to do with the channel which is not Roku-related. Charles in Charge is not Roku-related and had aired years before Roku came out.
If this was your issue a year ago in which this was happening to "any" channel on the Roku Channel app, but now this is no longer an issue for you, then it appears that I was wrong in my assumptions and that Roku was able to fix their channel app for you. With the information you had previously given, it appeared your problem was not resolved, which is why I responded to you in the way that I had. You don't even watch that NBC Comedy Vault channel anymore, so as far as I know, since I glanced at it and didn't see this issue on the current show that was airing, I'll assume this single channel issue has been resolved for you as well.
However, I don't watch the NBC Comedy Vault channel enough to see if certain shows have closed captioning presented on them without a way to turn them off, but if a certain show or a certain channel has closed captioning imbedded in it just like some movies do with subtitles when someone is speaking in a foreign language, this has nothing to do with the device or app that anyone watches it on.
If I'm wrong and the Roku channel app isn't working for you with this one particular channel, I would think that there are other free non-Roku streaming apps that have the NBC Comedy Vault channel on them which doesn't have this issue. And if you see closed captioning on this channel regardless of what streaming app you use, then it's the channel or show itself and only the channel operator can fix this if there is a way to get in touch with that person or AI.
I also apologize if you think this thread has turned into "a sales pitch" because of my posts, which would be hypocritical of me since I haven't purchased a Roku in nearly a decade. I don't work for Roku so I would not be getting any sales commission as I'm just a community member like you. I just have three aging Roku devices that function for me since I don't have this closed caption issue as far as I know. So this particular streaming device is the only one I know to recommend for now if I conclude that a current setup isn't functional anymore for someone after no other solution appears to be working.
As I kept saying, you don't have to purchase anything and not all streaming devices are Roku-related, but not all streaming devices have The Roku Channel on them either. You seem to like watching The Roku Channel App on your non-Roku smart TV, which is the only reason I recommended that you have the option to purchase a streaming device that has this same app on it without the closed caption issue as far as I can tell since my three streaming devices don't appear to have this issue after I glanced at various channels on the Roku Channel app. And if I do find this happening with The Roku Channel app, my three devices allow me to change to a different free app that may include that same FAST streaming channel, but might not have that same issue. However, it appears that your problem was already resolved without having to purchase anything, so consider yourself lucky because others on this thread may not be so lucky and may have to purchase a streaming device to solve their issue with closed captioning if they can't find any other solution to fix this with their aging smart TVs.
I am a firm believer in redundancy, meaning if one streaming device is having issues, I can switch to a different device and continue watching the programming without having any issues. All devices will eventually have one issue or another, so if the issue shows up on one device from one company, I'll then switch to another streaming device from another company, especially with potential blackout disputes various companies have and various app glitches that pop up. I have heard from others that sometimes various apps have the same issue on all streaming devices, but those issues are usually quickly resolved. However, all my other streaming devices have aged out, so I'm stuck with my three aging Rokus that are still functioning.
When I have the time, I'm going to try to find a different streaming device that is not related to Roku so that when an issue pops up with a Roku device, I can post my issue to this forum and then quickly switch to a different non-Roku device so I can continue watching the program without any problems. This doesn't mean I'm in any way pushing my belief system on anyone who's not interested in purchasing a device whether it's Roku-related or not as that would be hypocritical of me since I haven't yet purchased any non-Roku streaming devices after my non-Roku redundant devices have aged out.
