Roku connect

Hello I have a TCl Roku TV. I lost my remote a while ago and was able to connect through the app. Now I moved to a new house and trying to connect my tv through the app but it says no devices found make sure Roku is connected to same WiFi. I have a new WiFi provider and no Roku remote how do I connect my tv to my phone without having the new WiFi connection to it pleas help

You need a remote, period!  Just get a cheap universal remote that supports your brand of TV just to get through the Wi-Fi setup and then you can go back to using the app.  The only other option is to set up your new Wi-Fi with the same SSID and password on the same band (2.4GHz vz 5GHz) as you old Wi-Fi.
