Factory reset is stuck at “Can’t update software… (Error 003)”

Did a factory reset for my device and I cannot get past the “Choose your network” screen, even after successful wi-fi connection message is shown. How can I get past this screen and complete setup?? I’ve done this and reset my router multiple times to no avail.

    Can you try connecting to your phone's hotspot (if possible) just to get past the initial update?

    Was able to connect to Roku chat support and they reco’d the same. Hotspot worked, so issue seems to be w/ WiFi network even though it said it successfully connected. Will be following up w/ ISP.
