why can I not watch the MLB app on Roku thru my ty provider (I can with my tablet)?

I can watch the MLB app on my phone and tablet, but not on my Roku tv.  When I download the MLB app it will only set up a 'free' account or a $150/yr account.

You have to ask MLB. They provide the app/channel for devices. Roku has no control over what 3rd party developers do with their content.
