Just checking in again. Clearly this has been tagged as a low priority issue but just wondering if this is even on the radar.

I have the same problem. I have to toggle through the volume mode to get it to start playing sound. After I do it plays all 3 volume modes fine. Doesn't happen every video but pretty regularly. 3800X 9.3.0 build 4194-55 on a samsung tv.

I ended up buying a Chromecast with Google TV but wanted to let others know that my device updated to 9.4.0 Build 4176 and this issue now appears to be fixed. Better late than never.
