It sounds like the IP address has been blacklisted for some reason or another.
Try logging out of the app and logging back in and see if that helps.
It may be possible that there is a local licensing dispute in your area as well, I would check that.
You could also try refreshing your modem's IP by unplugging the modem for a couple minutes or asking your provider to refresh to a new IP.
Sometimes IP's get blacklisted from a previous user and it takes a while for it to fall off the numerous blacklists out there.
