Thanks for the post.

Couple of questions:
-how are you powering the Roku device?
-have you tried using another HDMI port on your TV as well as switching out the HDMI cable used to connect the device?

I transferred my defective  Express+ from one non-smart TV to another and I was somehow then able to get it to work. I did another System Update, as I had done on the other TV, but this time the Roku remained on through the entire Roku initiation/setup process. Once I was able to complete this, which I couldn’t do on the other TV, the Roku loaded and now works. The Roku Express+ that was working, which I transferred to the other TV, worked perfectly. I have no idea why this worked but I’d be interested in your guess as to why it did.

My only guess is that the location of the TV or the TV itself was causing some kind of interference that degraded the connection.
