I plan to give my older Stick+ to a friend, but want to clear all my Roku DNA off the + before I give it to them
Given that Roku stores much (all?) of the install ‘up there somewhere’, what is the proper order to Reset old / Activate new? I would hate to lose all my Roku DNA by doing it wrong
While we are at it, what exactly does the Factory Reset do?

If the old Roku is your only Roku on your account before you add the new, don't factory reset it until you have the new one on your account too. Reason is the channels like YouTube or YouTube tv, the latter you can't add to new Roku's, only those that have it on their accounts already.
I agree, get your new Roku set up and linked to your existing Roku account first, so all your current Roku channels and subscriptions transfer to the new Roku.
Once you've taken care of that, go into your Roku account at https://my.roku.com, scroll down to your connected devices and unlink your old Roku.
Then, just to be sure (belt and suspenders approach) do a Factory reset on the old Roku -- Settings > System > Advanced system settings > Factory reset, or with the power connected press and hold the reset button on the Roku for a MINUMUM of 30 seconds.
Factory reset clears the device to just the same as it came out of the box initially, but with the current software updates. All account linking to device is removed from device, and saved channel logins removed.
Does not affect data stored in your Roku account online, including channel purchases.
A few channels only permit a limited number of devices on the account, any issues need to be addressed with them. Example is nowtv in the UK.
