I understand the parental control lock though after a few seconds I discovered that this can be bypassed in the settings by using factory reset.

is there anyway to stop this from happening?

While Roku's parental controls can be bypassed by performing a factory reset, there isn't a direct way to completely block the factory reset option within the parental control settings on a standard Roku device.

However, you can add an extra layer of security by setting a PIN to access the settings menu, which would require the PIN to initiate a factory reset.

I know this thread is a little old, but I do not see any options to restrict access to the settings menu via the parental controls PIN. I have an Onn brand Roku TV, is it perhaps the type of Roku that is my issue. Do other Roku devices  have more parental control options?

I’m trying to prevent a factory reset, but as I understand the factory reset still bypasses the parental controls/PIN.

@DRSouthFL, I'm not sure what @RokuJechealR was talking about (maybe that's why he's "retired"), but there's no way to block getting to the Settings menu.  The link in the post shows everything that's available (limited as it is) and it's the same on all models as the PIN applies to a Roku account and all devices linked to that account.
