How to pair remote with out pairing button while on starting screen

A few days ago my roku remote stopped responding. So I ordered a universal remote, but the remote doesn't have a pairing button. I look up how to pair it, but I can't find anything helpful. I thought that maybe resetting my roku express (3930) completely would work, but now since it's not on any wifi network, I can't connect to it remotely from my phone. This is extremely aggravating and very annoying.

I just want to figure out how to pair my remote from the starting screen.

An IR roku remote doesn't need pairing it just works, if it doesn't work it's broken.

An universal remote needs to be programmed for the Roku by entering the proper code in to the remote, it won't work directly out of the box.
