Roku setup

I have a roku express and I cannot find the liv tv app. I have searched for it. I have looked on the roku channel and there is no option for live tv?

You may navigate to your Home screen. Scroll up or down to select Settings > Home screen > Live TV > Show.

Hi It doesn't give me that option when I go into settings. The only options I have are 

What to watch

Save list

Shortcuts

And tile size? 

The model number of the roku express is 3960x. It didn't show this model when I asked this question though.
