Yes.
A Roku TV is simply a smart TV manufactured by other companies that use the Roku software as the "smarts." Not all smart TVs use Roku software, of course, but a Roku TV does.
If you want the Roku functionality on a TV, you would add a Roku streaming device. Each TV that has Roku functionality has Roku hardware attached or Roku software built in. This is true with Amazon Fire TV functionality as well, as it is with Google/Android TV, and Apple TV (though there are no Apple TV sets).
