Title Safe Zone vs. Action Safe Zone

What is the difference between Title Safe Zone and Action Safe Zone?
Should I put the logo in Action Safe Zone or in Title Safe Zone?

It's really up to your best judgement. A logo is probably fine in the action safe zone. See section 1.3.2 of the Design Guidelines.
