I want to drop cable, but the only thing I like about it is that while watching sports that I have recorded, I can watch in fast forward mode and see the game as it progresses, but it seems that most streaming recordings they jump forward in increments.  Does Roku do that when fast forwarding?

Yes.  At best you get thumbnails every 10 seconds.  At worst, you get nothing but a progress indicator.
