I have the same issue. My tv is enabled for the CEC, I tried the samsung codes and the westinghouse codes. I had a roku stick attached to this tv in which the remote worked fine(it broke) so I replaced it with the roku express 4k. The remote for this model works on another tv(not samsung) in my house.
The roku itself works great. The tv and roku remote will not pair. Any other suggestions?

Tip: Before you begin, adjust the volume on your TV to an audible level. As you make selections, keep your Roku voice remote pointed directly at your TV.

I have followed all of these suggestions, and my roku cannot pair. The power light is also on all the time as a result. Please send other suggestions. Again the roku works fine. no issues. just cannot pair with samsung tv
