Out of the box, my voice remote doesn't work.

Right out of the box, my voice remote doesn't work.  I set up the receiver,a Express 4K+,  it blinks.  I put the batteries in the remote and it doesn't power up.  right after batteries are loaded, it blinks once, faintly then nothing.  it doesn't work.

Correct, a voice remote has to be paired to the Roku before it will control anything, always. Press and hold the pairing button in the battery compartment for 5 seconds and release. Let it communicate with Roku.
