FIXED! Thanks everyone for the comments. I had not yet changed/deleted/reinstalled the Watch Roku activity or the Roku device on my Harmony hubs, nor did I need to. The following change on the Roku’s solved the issue: Settings > System > Advanced System Settings > Control by Mobile apps > Network access. Change the setting to “Permissive”. I can once again control the Roku via the Harmony Hub remotes and the Harmony iPhone app.

Made this change but it didn't fix the issue. I'm using a physical LG remote. And sure enough it stopped working right after software update to 14.1.4 build 7708.
After the 12/13/2024 automatic updated my Logitech Harmony Elite remote started having issues controlling my Roku Ultra. Each button press would have a 10 to 30 second delay on my Roku and some buttons wound work at all.
The Roku remote controls the Roku fine.
The Harmony Elite remote controls other devices file.
I have rebooted both the Roku AND the Harmony Elite hub and both devices have good network/internet connections.
There's a few threads about this. Try setting "Control by mobile apps" to "Permissive". I can't tell you the exact menu path to get there, but it's buried in there somewhere.
Be sure this is not disabled on your Roku (it may have been reset by a Roku update):
Settings > System > Advanced system settings > Control by mobile apps > Network access
THANK YOU!!! Glad I found this post. I was having the same problem and tried everything you originally did to try and make it work. I couldn't tell if the problem was my Roku 3810x or the Harmony Hub. Almost was about to give up and resolved to use my Harmony to turn TV and receiver on and then the Roku remote to control everything else. Found your post, made the change to "permissive" and, voila, all good now.
This solution also works for Control4 systems.
Did you go to "Add New Device" and try to re add your remote there? Again, you'll have to download the official Roku remote app from google play to do anything requiring a remote (unless you still have the oem remote). It's under "remotes and devices." Perhaps an essential setting was switched off during the update. Again, I'm just using remote apps, so not sure.
