I have build 2 schedules for my smart plug to turn my attic fans on and off. The schedules look like this 

Rules/Schedules

Attic Fan Evening

Attic Fan Morning

Turn on/off toggle to on

Start Time 11:00 pm

 End time 12:00 pm

Repeats on SMTWTFS

 Actions

 Attic Turn ON

 Attic Turn Off

 Attic Fan Morning

 Same information as above except times are Start Time 7 AM and End Time 8 AM

Is there any need to to set location and if so how does one do that?

 If I go to edit rules and below that I se a picture of my Smart Plug and name next to it called ATTIC there    is a toggle switch that shows OFF when in the time frames when it should be ON. If I turn the toggle          Switch to ON the fans come on. It looks like the schedules I setup aren't turning the Toggle switch to on.

I figured out what the problem was so need to answer this question. To say the least it wasn't straight forward.
