Use Roku as video portal?

Can I use this new Roku soundbar device for Meta or Google or Zoom video chatting?  Does the device have a camera?

No and there's no way to connect a camera.

There are no Meta or Google or Zoom apps, so you'd be limited to mirroring from another device (PC/Phone/Tablet) if you want the audio/video from that device to be seen/heard through your TV/AVR (not recommended due to performance/stability/latency issues).

For casting/mirroring Roku supports the following protocols:  DIAL (casting), Miracast (mirroring), AirPlay (casting/mirroring), and ECP/Play on Roku (casting).

If you do wish to pursue this method, you might consider an Android TV based streamer device - they have built-in ChromeCast/GoogleCast protocol compatibility and may perform better when casting/mirroring.
