I just purchased a Roku Express 4K+, running software version 10.5.0 build 4208-CR and although my windows10 machine sees this device when I attempt to connect to it, it will not connect. It tells me to follow any instructions on device, but there is nothing on the TV. Then Win10 comes back and says couldn't connect. I have looked through the various discussions and it appears to me that this issue has been around since the introduction of software upgrade to version 10.5.0. Is there a schedule when this will be corrected? If there is no plan, I will return the Roku device and look for another way to cast my PC to my television screen.

I have 10.5 on mine. I'll check it when I head upstairs for the evening and see if it works. But I'm pretty sure I tried a couple of weeks ago and it worked then. And it had 10.5 at the time.
Just tried mine, and it worked fine. There is a new version of 10.5 released today, and mine was updated before I tried it. You might try a manual update request and see if you get the new version, then try again.
I am having the same problem. I cannot mirror the screen from my Dell XPS 13, Windows 10 on my new Roku Express 4K+. The Roku updated software when setting it up. I can connect to Netflix, etc., but I cannot cast my PC screen to my VIZIO TV. I actually have 2 identical Rokus, and neither works. When trying to cast, it starts to connect but stops with the progress bar at about 25%. I have been screen mirroring with ROKU for years. I have made sure Windows 10 and network adaptor are up to date, have checked my internet, re-booted WIFI, TV, disconnected and re-connected ROKU, made sure network is set to private, and more.
