That is indeed by design and unnecessarily confusing. Prior to a change in OS 10, the Antenna channels were actually called "Antenna" (go figure), but then Roku changed this Input to "Live TV" by default and then also added the additional "Live TV" menu item. Same name, but different functions. (yes, does not make sense).
You can Rename your Input (the Home Screen Live TV tile) to Antenna TV (or any custom name as well as change the tile icon) by going to Settings/TV Inputs/Rename.
When I used my RokuTV, I chose to Rename the Live TV tile to "Antenna TV" and changed icon to an antenna, and then also hid the Streaming Channels through Settings/TV Inputs/Manage Channels/Hide Streaming Channels so only the Antenna/locals/OTA showed when I selected this Input from my Home Screen.
When I wanted to watch the Roku Channel Streaming Channels, I either used the Live TV left side menu item or used the additional "Roku Channel Live TV" channel/app tile icon that you could also install on the Home Screen. (at the time, it was a purple icon, but now has been changed to a tile with a guide icon). Again, unnecessarily confusing for users.
Basically, though, only the LiveTV "Input" allows you to watch Antenna channels. All other LiveTV "Menu items" and channel/app "Tiles" provides only the Streaming Channels.
