I have same issue. It’s only the Home page in YouTubeTv, and only when using Roku. I have deleted the app, reset the Roku Stick, then reloaded YouTubeTv app and logged back in - 2 separate times - and still the same.

Re: YouTube TV appearance problem

I bought a brand new Roku ultra to replace my old Roku ultra in my living room that was having the appearance problem on the channels page of YouTube TV.

I set up the new Roku ultra in about 10 minutes and the appearance problem on YouTube TV is now gone.

This is clearly a hardware issue and in my case required me to buy a new Roku device.
