What determines the local stations I can pick up?

I live in a semi-rural area and my local affiliates are not as good as those in the metro area. If I subscribe to Hulu (or other) will I be able to choose the local stations I want?  Do they ping my modem or is there an option to submit an address?

Assuming you're talking Hulu+Live TV and not standard Hulu.

Based on your IP address, Hulu provides the local stations its database says are your local stations. The answer is Hulu determines it.

For the providers that offer OTA broadcasts, your location is determined in some way. It might be by your IP address, or it might be your user registration information on your account. I don't use Hulu, so I can't speak to exactly how they determine your location. But it's highly unlikely they'll let you select a metro area beyond your local area. There are legal reasons for it, most likely within their agreements with the networks and other broadcasters to only stream to users within specific geographic locations.
