UPDATE #2
I re-checked the problematic BBC America app yesterday, Feb 28, 2025, and it is now working normally. I hadn't performed any additional troubleshooting, other than that listed in my original post here, so I can only assume something was fixed on the BBC America side of things.

I sought help via the BBC America website and received the following reply on Feb 24:
"Thanks for reaching out to us. We're sorry you're having some trouble with that.
The BBC America app and website are not working. Our tech team is working on this and some related issues. However we do not have a timeline for a fix. We're improving and expanding the service as quickly as we can.
Please make sure to check our apps for updates, as new features and bug fixes are rolling out frequently. To ensure you are always running the latest version, please delete and re-install the app and/or perform a Hard Refresh of website.
In the meantime, please use your cable provider's TV everywhere streaming services (their app, website and set top box) to access content from these networks. Not the BBC America app or website.
Please let us know if you have any other questions.

I've installed the BBC America channel on two different Roku units in different rooms of the same household. Strangely, BBC works fine on one Roku, but the other unit gives a "Sorry, you must be in America" country code error. I'm on the west coast of the U.S., so this shouldn't be an issue. Both Rokus are using the same network. I checked a few other random apps and they are working normally on both units.
Both Rokus are reporting the same basic info:
Model: Ultra 4802
Software Version: 14.1.4
Build: 7709
The only difference that I know of is that one was bought new from Kohls in 2022 (this is the unit that won't launch BBC America), while the other was bought new from Amazon in 2024 (works fine).
On the malfunctioning unit, I've tried:
a) Uninstalling and reinstalling the BBC America app. Same behavior.
b) Unplugging and leaving unplugged until hours later. Same behavior.

Are both Roku devices linked to the same Roku account? Do they display the same email address under Settings->System->About?

Yes, both Roku's are registered under the same Roku account and have identical email addresses.
So much for that theory. When you uninstalled it and reinstalled it, did you perform a System restart from Settings->System->Power after you removed it and before you reinstalled it? If not, try again.
I assume they're both connected to the same network.
Yes, as mentioned in my initial post, both units are on the same network.
And, yes, I reset power after uninstalling BBC app. Then, after the system restarted, I reinstalled BBC. No joy.
Still receiving the 403_Country_Code error today, by the way. I've never had a country code error on any Roku, which is actually saying a lot, since I've had Roku streaming devices since the old Roku 2 XS - love them!
I keep thinking I'm overlooking something obvious, but <shrugs>. I'm starting to think this is something beyond my control.
