Apps not working but show they are installed on the account

On the account channels indicate they are installed and show in a red outlined box. When I try to watch the channel on the TV a message indicates that I am not authorized. Specifically Fox News and PBS. Please explain as I was under the impression that both were part of the ROKU package. What am I missing?

I don't know what you mean by "Roku package".  Did you pay someone for this?  Many channels/apps available on Roku still require a cable provider for authentication.
