Will not ask for password

I just bought this express 4k and I’m using military base Wi-Fi, same as dorm or hotel and it will not ask me if it’s dorm or hotel. Just “connects”. So I go to Netflix and says there’s no internet. I’ve factory reset, removed it from my Wi-Fi history, every reset I know of, but nothing will work. Please help before I throw this out of my window.

One caveat: the Roku must already have been set up and linked to your Roku account. If this is a new, never-set-up unit (or one that has had its link wiped out by a factory reset) you'll need to set it up and link it via a conventional net connection before using the hotel/dorm login procedure - a cell phone hotspot can be used for this.
