Bought new streaming Roku stick. Unlike my previous roku devices which allow me to plug in my pc, I cant find the HDMI 4 or ARC imput on new stick. How do I resolve this?

You just plug it into a TV (or AVR if you like).  The PC would go to a different input on the TV or AVR.  Perhaps your "previous Roku devices" were Roku TVs?

Yes, my previous roku device was a roku tv and my device now is a roku streaming stick. My pc is connected by HDMI cable to tv. Do steaming sticks not allow further imput on tv?

The input for a streaming stick is from the network.  Hopefully the TV has a bunch of inputs.  Adding an AVR or an HDMI switch can add additional HDMI ports.

I have a HDMI plugged into side of pc and connected to tv by HDMI port on side of tv. Same setup I used with previous tv. Only difference is roku tv had HDMI (ARC) icon, roku stick does not seem to have that option. Does this mean I am unable on new roku stick. I still can return device.

The new TV should still have the ability to choose inputs.  This might be through an on-screen menu like your previous TV or via a dedicated button marked "input", "source" or similar.

I assume you're trying to switch back and forth between the input where the Roku is attached and the input where the PC is attached?  (ie: HDMI 1 and HDMI 2?)  If so, that will be done via the TV.
