Using Roku App On Different Wifi Network?

I purchased and set up a Roku system in my college dorm, where we have a specific wifi network for gaming and streaming devices. I want to set up my roku app so I can control the TV from my phone and have the private listening option, but the wifi network we use to connect computers and phones is different from the gaming and streaming wifi network. Is there any way I can still set up the remote on the app while using different wifi networks?

The Roku phone app can only connect and control Roku units on the same local network as the phone is using.

So the question really is: Can you connect the phone to the school's gaming and streaming network?
