Have you tried using another network such as a Mobile Hotspot to see if it'll do the trick? Also, what is the exact behavior when trying to update your Roku?

Here is what happens: You turn on the TV, the Express boots and displays a S/W update screen(14.0 - 14.1, Update Now/Update Later). You click Update Now and the install starts. It gets to 98, 99% and then returns error code 004. After you click OK, the main Roku screen is blank.

Correct.
i also tried a HotSoit WiFi from my phone - did the same thing. It will do this 1 or 2 times then go back to Home...
Streaming works after that.

Multiple attempts at rebooting every day. Each time the software update gets up to 83% and then "Can't update software. Please try again later. Error 004

This solution worked for me:
Sure enough, my Express was set to connect to the beta server instead of the release server. And it took a couple of power cycles (disconnecting the Roku from USB power) and attempts to update the S/W, which I eventually and successfully executed right from the Secret Reset and Update menu.
