Please answer the following questions so we can get a better understanding of what you are seeing:
- Have you tried moving the device closer to your router to see if you can get connected?
- How long have you been experiencing this problem?
If those things still aren't helping, feel free to provide us with the serial number of your Roku from Settings>System>About along with the answers to the above questions and I'll be able to assist you further from there.

Make sure your phone's hotspot is configured to use 2.4GHz and a channel from 1 to 11.
Note that if you're attempting to use this as its permanent Internet connection you will go through your data in no time at all and even if you have "unlimited" data your provider probably throttles your data rate to something so slow as to be useless for streaming video. Read the fine print of your cellular agreement.
You can not do it. Once I need to open a website 6clicks and I try to connect hotspot but I was unable to do it. In my opinion, you have to find another way.

lf you were trying to use your phone as a WiFi hotspot and connect to a website at the same time ON THAT SAME phone, no it won't work. You should, however, be able to connect a second WiFi equipped device (like your Roku) to the phone's hotspot and use the phone to connect the second device to the internet.
