That's completely unexpected and highly unusual. I have multiple Streaming Stick+ devices and they all work great.
Try a Factory Reset on the device next time you try. Press and hold the Reset button for no less than 30 seconds. The length of time is important.
Another possibility to pursue is finding on which channel your network is operating. It could be the network is on a channel that Roku doesn't play nice with. Roku utilizes standard channels, but not all networks follow that same process.
